patio retaining wall - Knowledgebase Question

My condo is at the lowest level at the bottom of a hill. When you exit my back door on to my patio, directly in front is a 4 foot retaining wall. There is a guard rail on top of the retaining wall and a small planting space. Currently there is creaping juniper there and a couple of bushes. I would like to plant something to block my view of the guard rail. Would ornamental grasses work?

Some of the shorter ornamental grasses will work such as Feather Reed Grass, or Dwarf Fountain Grass, or you might consider growing Astilbe chinensis. The cultivars
?Vision?, ?Visions in Pink?, 'Superba' and ?Rise and Shine? are all relatively new releases and all will grow in your climate.
