My backyard was a rock garden, but has been overtaken by weeds. I would like to plant grass seed. Do I need to remove all of the rocks, weeds, and lining under them first, or can I just put down a thick layer of soil and get started?

I'm afraid you'll need to remove all the old rock garden before you plant your grass. The rocks will make mowing difficult and the weed barrier will keep anything you plant from rooting properly so it will die out quickly once it runs out of root room. Removing the rocks and liner is the best approach. Digging or rototilling the area is also important because the soil will be compacted, which will make root estabishment difficult for the grass. Best wishes with your project!
