If the roses have new growth, the new leaves and stems will be susceptible to freezing unless you cover them over with an insulating blanket or a rose cone. Failing that, you might be able to mulch over the entire plant (depending upon size) or make a cylinder out of chicken wire, place it over the plant, and fill the cylinder with shredded leaves or straw. Any protection that you can provide will be better than nothing at all. Hope your weather warms up soon!
