Necrotic Rings - Knowledgebase Question

I am told that I have Necrotic (sp?) Rings in my lawn -- for the past three years, I get the rings in the fall and after replanting the area in the spring, I get good lawn for the summer, just to get the rings again. Last year, I applied F-Stop three times in the early summer -- the rings have returned. Any new ideas?
