What is the best way to prevent birds from eating seeds? What is your opinion on windchimes and/or scarecrows?

I've had success with spreading a thin layer of compost or peatmoss over my newly broadcasted seed. Birds do come, but they don't eat quite as many grass seeds as they might if there were no covering at all! Neither windchimes nor scarecrows do much to scare away the birds in my yard but I have had success stringing reflective bird tape in my landscape. You'll find it in your local garden center and it's relative inexpensive. Hope this information is helpful!
