i had my potted hibiscus in the garage all winter. it is still pretty green. do i cut it down and put out when frost is no longer a problem?

If it is still relatively green I wouldn't cut it back. Take it out when frost no longer threatens, placing it in a shady spot so it can acclimate to the brighter light and gradually moving it into full sunshine. I wouldn't prune it back unless the foliage looks bad. Best wishes with your hibiscus.
