I have a mature tree-form ligustrum, about 10 yrs old. I have only pruned the under-branches, but recent ice storms have snapped several large limbs. Can I trim the ends of the branches to shape the tree and hide the storm damage?

You can, and should remove the winter damage. Ligustrum takes well to pruning so the new growth should cover the damage and any pruning cuts you make. Good luck with your ligustrum.
