is there a certain time of year to prune camelias? where should you make the actual cut?

You can prune your camellias as soon as they have finished blooming. This can be in February or March, depending upon the cultivar. Your plant will respond with new growth and over the summer months it will develop flower buds for opening the following year. Best wishes with your camellias.
