Groundcover roses are a good choice but there are many, many more for you to consider. Vinca, Pachysandra, Lirope, creeping Thyme, ornamental strawberry, wintercreeper Euonymus, ajuga (carpet bugle) and Cotoneaster are all good choices for your gardening region and all are relatively fast growers. Best wishes with your new landscape!
