This is my first time gardening. Three days ago, i dug up all the grass in a 2 by 8 ft space and mixed the soil up to a depth of about 6 inches. Today i mixed it again, pulled out weed roots, and added a bag of Garden Soil. The soil looked great 3 days ago, but is now clumpy--is that ok?
Also, is it necessary that i put mulch on top or is that optional?

Sounds like you've done everything right. The soil became clumpy when it dried out but you should be able to rake or hoe it to break up the clumps just before you plant. Although it is not necessary to add mulch on top of the soil after planting, you'll find that a 2-3 inch layer of organic mulch will help suppress weeds. And, you can dig the mulch into the garden bed at the end of the season and further enrich your soil. Best wishes with your new bed!
