WHAT IS THE LOWEST WEATHER TEMPERATURE THAT ANNUALS(e.g.PETUNIA) CAN TOLERATE?

The answer really depends upon the plant. Some cool season plants can tolerate 45F temperatures but warm season annuals such as petunias prefer temperatures of at least 65F. If you can determine the origins of the plants, that will give you a clue as to their temperature preferences. If you look the plants up on the internet you can find where they come from. For instance, Petunias originated in South America so we know that they like warm temperatures and will grow best if they get lots of sunshine. Hope this information provides some help in determining what temperatures your new plants prefer!
