|I am building a raised veg bed and I want to know if it is a good idea to put a soaker hose about 2 inches under the soil since my bed will be 6 inches deep topped with a mulch o hold in moisture.

|Soaker hoses perform better when laid on top of the soil. You can still cover it with mulch to hide the hose. If your raised bed is only six inches deep you will be limited in the types of veggies you can grow. Most veggie plants have extensive root systems. 12-18" is a better depth. Exceptions might be leaf lettuces and radishes. Since you're building it now, why not make it at least twice as deep to accommodate lots of different vegetable plants?
