Leyland cypresses are fast growing evergreens and generally don't need to be fed - unless growth is poor or foliage color is pale. If you decide to feed, use a fertilizer formulated for evergreen trees and shrubs such as an 8-8-8. This will supply needed nutrients without forcing too much growth. If you use a fertilizer high in nitrogen it will force growth which will be weak and susceptible to breakage in windstorms.

A water soluable fertilizer is simply a liquid or a granular fertilizer that you mix with water prior to applying to your plants. It's used mainly for plants growing in containers although there are some products that you can apply to landscape plants via a hose-end applicator. Miracle Gro and Miracid are examples.
