Immaturity and lack of sufficient sunlight are the two most common reasons for non-flowering in a golden rain tree. Since yours flowered in the past but missed a year, it may have been due to weather. We know it is mature enough to flower. As long as you don't prune your tree until after it has finished flowering, and as long as it is getting all day sunshine, there's not much else you can do to promote flowering. Fertilizing will only result in lots of new growth but doesn't guarantee flowering. I'd just wait and see what happens this spring and summer. Hope it blooms for you!
