When can I start planting Gladiolias and Dahialas (SP)? With the early spring, I am not sure when to set them this year.

If you are near Lewiston, your average last frost date is about the third week of April and you can safely plant your glad corms and dahlia tubers out in the garden the first week of May. If you're closer to Portland, frost can arrive up to the middle of June. In this case, don't plant outdoors until the third or fourth week of June. Best wishes with your garden!
