Do you recommend putting the mulch in the annual beds before or after planting annuals? Also how early can I plant morning glory and moonflower seeds outdoors? I live in Detroit metro area.

The average last frost date in Detroit is around the 12th of May. Although your plants can tolerate cool weather, they won't survive a frost. You can safely plant them outdoors the middle of May. If you need to get them out sooner, plan on being ready to cover them if overnight frost is predicted. As for mulching, wait until after you have planted your annuals. If you mulch while the soil is still cold, the mulch will insulate the soil from the warming sunshine and the soil will remain cold for a longer time. You want the soil to warm up before planting your annuals. Best wishes with your garden!
