When should I order and plant climbing roses. (America)

Container grown plants can be planted spring to fall as long as the ground isn't frozen, but bare-root roses do best if planted in early spring and for that reason are usually shipped then. It's always a good idea to shop early or order promptly to assure the best selection. Good luck with your roses!
