My second question is that I planted some caladium & calla lilly bulbs on the northwest side of my home and I have yet to see any signs of growth. Is this normal?

Yes, it's normal for this time of year. The bulbs are waiting for the soil to warm up before they come out of dormancy. As soon as the soil is just the right temperature, you'll see new sprouts. Best wishes with your garden!
