I purchased forget-me-not's and basket of gold perennials last year. I did nothing to either at the end of last season. The basket of gold has come back and is blooming. The forget me nots are trying to bloom through all of the dead leaves. Should I try to remove the dead foliage now or leave it alone? I am guessing that I should have cut these down or collected seeds - which I probably won't do

Forget me nots self sow with great abandon so don't worry about collecting seeds. The plants will spread them all by themselves. If you can prune away the dead plant parts without harming the new growth, go ahead. Otherwise, wait until the new stems die and cut them off the plant. I do this in late summer or early fall in my garden. Next spring you'll see healthy new plants emerging from your garden. Enjoy!
