Sounds like a good plan to me! The landscape fabric will exclude sunlight from the soil surface and weed seeds need sunlight in order to germinate so that should keep them from growing. Mulch on top of the weed barrier will be an additional layer of protection. Once you've gotten out all the existing weeds and place your landscape fabric and mulch over the soil surface, your flower bed should be weed free for years!
