what is recommended to prevent weeds in the shrub and vegetable beds.

You can place weed barrier landscape fabric over the bare soil around your shrubs and lay the fabric over your vegetable bed prior to planting. Just cut slits or X's in the fabric to plant your veggies. Or, a thick layer of mulch over the bare soil will keep weed seeds from germinating. I hesitate to suggest chemical weed killers in the vegetable garden - hand pulling is the best solution. As for the shrub beds, there are pre emergent products such as Preen that will keep new weeds from popping up. It's not registered for use in vegetable gardens, though so use it only around ornamental plants. Best wishes with your landscape!
