After planting flower seeds in my garden, can I lay down mulch over the soil to keep the moisture in?

It's best to wait until the seeds sprout before covering over them with mulch. Some seeds need light in order to germinate and others don't but all need to be planted shallowly. Adding mulch will bury them too deeply. They'll sprout soon.
