It was fine until a cold spell in winter. The leaves have returned but no flowers and now it is droopy. I am not sure how to prune it.

Hibiscus can take any amount of pruning and will come back with a vengence. You can prune yours back by one-third without harming the plant. It will respond with healthy new growth. Best wishes with your hibiscue.
