I do not know the name of this plant, but it has long slender red leaves, and all leaves have fallen off except for the very tops of each stem. Will it come back?

I can't tell from your description what the plant might be but if you are seeing new growth, it means the roots and the stems are still alive. Try pinching out the very tip of the growth on one of the stems. Then give the plant a week or two to respond. If it branches out or produces new leaves lower down on the plant you'll know you can safely prune all the stems down. If not, you may have to live with a bare stem with a topknot of foliage on top. Best wishes with your plant!
