Corn usually sprouts right away - within 3-7 days if the soil is warm and you've planted the seeds about an inch deep. Three weeks is a long time to wait! Dig one of the seeds up to see what's happening. If it looks okay, put it back in the ground. If it is moldy or damaged in any other way, you'll want to plant new seeds.
