Azaleas are one of the shrubs considered shallow rooted so if you had problems with them in the past, shrubs probably should not be planted at all. I'd stick with the ornamental grasses. Here are a few that remain under 3' in height and will tolerate partial shade: Achnatherum calamagrostis (Silver spear grass), Achnatherum hymenoides (Indian ricegrass), Arrhenatherum bulbosum 'Variegatum' (Striped bulbous oat grass), Carex car. 'Beatlemania' (Beatlemania spring sedge), Luzula nivea (Snowy woodrush), and Phalaris arundinacea 'Feecey' (Feecey ribbon grass). Best wishes with your new plants.
