I dug 6 inches down then put down about 1 teaspoon of bulb food, then planted a bulb directly on top of plant food and covered with dirt without mixing plant food around. Will this burn the plant? Should I water or not water?

The bulb food shouldn't hurt the plant, but your bulbs may not get all the benefits of the food you put in the hole. The reason for mixing it in with the soil is to distribute it throughout the area where the roots will grow. Leaving it at the bottom of the hole will only benefit the roots that actually penetrate it, because not all of the bulbs roots will grow directly downward into the soil. Water the area where you planted the bulbs unless you've already had a reasonable amount of rainfall. Watering will help settle the bulbs and will remove any air pockets trapped in the soil.
