IS IT NORMAL FOR RHUBARB TO GET FLOWERS INSTEAD OF STALKS ?

It's normal, but flowering will stop stalk production. As soon as you see a flower stalk emerging you should cut it off the plant. This will usually result in the development of edible stalks. Warm weather will make your rhubarb plants want to flower so be sure to watch them carefully and remove any flower stalks as soon as you notice them.
