does lavender lose its leaves in winter in zip 30040 (N Atlanta)

Lavender should remain evergreen in your gardening zone. If the soil doesn't drain well it can suffer from root rot and if there's a cold snap, it can die. If you've lost all the leaves on yours you might try cutting it back. If the roots are still alive you'll see new growth. If the roots died over the winter, there will be no new growth.
