I bought a peony from HD today, when can I plant it. I live in SE Wisconsin.

You can plant it out in your garden now - unless it has already leafed out. If so, the leaves and stems will be susceptible to frost damage and if you plant it outdoors you'll need to cover it when frost is predicted. This is a simple matter - drape it with a insulating frost blanket and then remove the protection in the morning. Enjoy your new peony.
