What can I do to help my Italian cypress grow, planted three been there 3 years two over 6ft one is about 2 ft...What advise do you have

I'm not sure what might be going on with your Italian cypress. If it won't grow, it has some kind of stress in the root area. Maybe the soil is compacted and the roots cannot explore (larger root systems equal larger plants). You may be able to probe the soil with a long metal rod (I use re-bar) to poke holes down past the root mass which will loosen the soil near the roots, or you might want to dig the cypress, inspect the roots for girdling (growing around and around instead of out), amend the soil and replant. Either way, the roots should venture out and your shrub should grow. Hope it's soon!
