When should I plant my flowers that I am going to grow from seeds? Should they start inside or can I start them outside?

If you decide to start them indoors, you can do it now and transplant them out into the garden in about 4 weeks. If you choose to plant them directly in the garden, mid to late May is a perfect planting time. Enjoy!
