Pussy willows produce catkins on new growth, so in order to get your plant to produce, you need to prune it back to encourage new growth. Do this in the late spring so the new shoots will develop during the summer months. Then, the following winter and spring, your pussy willow will develop catkins on the new shoots. You can cut the plant back the next spring to encourage new shoots that will produce catkins the following year.
