Does spreading around rocks in the garden prevent weeds, retard disease and retain mositure needed by plants?

Any mulch material, whether its a 2-3" layer of compost or a 2-3" layer of rocks will help suppress weeds, moderate soil temperatures and slow water evaporation. It has to be thick, though. If sunlight reaches the soil surface, weed seeds will sprout. Best wishes with your garden.
