Some leaf curl is natural, usually a response to high temperatures. It's possible there is a problem, but if the plant looks healthy, the new growth looks good, and the leaves are not diseased, then I wouldn't worry. There's an insect called a leaf roller that can curl the leaves so unroll a few of the curled leaves to make sure no insect pests are hiding within. If you find any, pick them off and destroy them. Best wishes with your peppers and tomatoes!
