Your average last frost date is typically the third week of May so you'll want to wait until the first week of June to plant your vegetables. If you plant too early, the seeds won't sprout. If you plant transplants, they won't grow when the soil is too cold. So, wait until the first week of June to plant. That's when the soil and air temperatures will both be warm enough to encourage lots of growth.
