I have a Jane Magnolia - about 4 feet high -that I'd like to move to another location. When is the best time to have it transplanted?

I'd do it early in the spring season. It may not bloom right on time for you, but early spring transplanting will help your magnolia avoid too much stress due to hot summer weather. Plant it at the same soil level as it was growing in the old spot and be sure to water it in well after planting.
