I'm only guessing because I cannot see the leaves but it sounds like Cornus florida ?Cherokee Daybreak? which is often sold as Cherokee Daybreak Variegated Flowering Dogwood. It grows about 20' high and wide. The foliage is light green with a creamy white fringe, white flowers and pink to deep red fall color. Hope this is the tree in question!
