Should English Lavender be trimmed back in the fall or spring to get ready for the next season?

You can prune yours back by a few inches in spring and then prune it again after it has finished blooming this summer. Lavender doesn't develop foliage on woody stems so don't cut yours back that far. Just a light trimming is best.
