|Sounds like a population of adelgids. These insect pests can be controlled but it may take several pesticide applications. Insecticidal soap sprays can help control them. Use according to label directions. Or, a fall or wintertime application of horticultural oil will suffocate the pests. A good time to attempt control it is in October when the second generation begins to develop. Horticultural spray oil can be applied during the winter and before new growth emerges in spring. Oil sprays may damage hemlock during the growing season, especially in dry weather so try the Insecticidal soap sprays first. Best wishes with your hemlocks.
