Although the roots will eventually break through the burlap as it decomposes underground, I always remove it when planting. You can use a sharp knife or box cutter to slash the burlap in several places, set the arborvitae in the planting hole and pull the burlap up and out, or you can simply remove it completely, then set your arborvitae in the planting hole. Best wishes with your new arborvitae.
