We forgot to bring in the tomato and pepper flats last night and they were frosted. the tomatos look bad, but the peppers are just slightly limp and soft. Is there any hope of saving them, should I leave them inside or put them out in the sun?

If they are already stress, don't put them in direct sunshine but do leave them outdoors in a bright but shady spot. With any luck only the leaves were nipped by frost and the roots will help the plants generate new leaves. Good luck with your transplants!
