Our multiple days below freezing and winds this past winter stripped most of the leaves from 3 year old Texas Sage bush. Should I prune back or will it leaf out gradually if left alone ?

I don't think it will leaf out again but Texas sage takes well to pruning so prune yours back. I've pruned mine down to just a few inches from the ground and it grows back with abundance. It grows best in warm weather so prune it back now and it should respond with new growth in just a week or two. Best wishes with your landscape.
