How can you tell if an Ocotillo is alive? We had a landscaper plant one in August. He said it was

By this time of year your ocotillo should have leaves. If it doesn't, it may just be establishing its roots and gathering strength for establishing leaves and flowers next year. They can sometimes look dead for 2-3 years after planting but then suddenly spring to life. I guess the call is up to you. If there's a warranty on the plant from the landscaper, you might ask to have it replaced. If it's something you purchased yourself, you might want to wait another year to see what happens.
