After our very cold and windy winter, my 3 hear old Texas Sage bush has lost most of its leaves but branches are still alive. Should I prune back and wait and see if it will leaf back out ?

I don't think it will leaf out again but Texas sage takes well to pruning so prune yours back. I've pruned mine down to just a few inches from the ground and it grows back with abundance. It grows best in warm weather so prune it back now and it should respond with new growth in just a week or two. Best wishes with your landscape.
