Tulips are early spring flowering bulbs. After the flower is spent you can cut down the flower stem but you'll want to allow the leaves to die down on their own. Once they've turned brown you can pull or cut them from the bulb. The bulbs need to rest until next spring. You can either store the bulbs in a cool, dark place until fall and plant them in your garden, or plant them in your garden now and they'll pop up again next spring.
