Tulips have finished blooms. The standing stems are unattractive. I believe their annual. Should I pull the bulbs or cut to the ground?

Your tulips will bloom year after year if you leave them in the ground. Just cut off the spent flowering stem and leave the foliage to dry up on its own. When that happens just pull off the dead leaves. Your tulips will bloom again for you next spring. Enjoy!
