I have 3 small rose bushes and 2 tall rose bushes that I'd like to transplant. When is the best time of year and safest so I don't loose the roses?

The absolute best time to move roses is December or January in your gardening region. That's when the plants are not growing very quickly and they won' be terribly stressed by the move. Spring is next best. If you move them now and pay attention to your watering, they should make it. Otherwise, wait until winter to move them.
