I can't tell from your description whether you are dealing with whiteflies, aphids or mealybugs. Whiteflies will fly up in a cloud when the plant is disturbed; aphids will keep on munching if you touch the plant - they generally congregate on the new growth; mealybugs look like little cottony puffs and they rarely move, even when touched. Insecticidal soap sprays will take care of all of these pests but repeat applications are necessary, and you must spray both the upper and lower surfaces of the leaves and stems. One spray usually takes care of the adults but second and third generations will hatch so you have to keep after them with your insecticidal soap treatments. Good luck with your plants!
