|A late frost can kill the flower buds before they open; lack of water can also cause the buds to dry out and not open. A final problem might be a fungal disease such as powdery mildew. You'll see a coating on the buds if it is a fungal disease. Otherwise the buds will just look dry. Hope this information helps you determine just what might be causing the problem.
